Overview
The Ministry of Planning and International Cooperation (MOPIC) is a key government institution responsible for planning, coordinating, and monitoring development programs and projects in Puntland State of Somalia. Established to guide the region's development agenda, MOPIC plays a pivotal role in shaping policies, mobilizing resources, and fostering international partnerships to achieve sustainable development goals.
Our Mandate
The Ministry is mandated to formulate, coordinate, and monitor the implementation of development policies, strategies, and programs in line with the Puntland State's development priorities and the national development framework. We serve as the principal advisor to the government on matters related to planning, development cooperation, and international partnerships.

Resource Mobilization
Identifying and mobilizing both domestic and international resources to fund development programs and projects across the region.
Monitoring & Evaluation
Tracking and assessing the implementation of development programs to ensure effectiveness, efficiency, and impact.
Our History
The Ministry of Planning and International Cooperation was established in 1998, following the creation of the Puntland State of Somalia. Since its inception, the Ministry has played a central role in the region's reconstruction and development efforts, working closely with local and international partners to rebuild institutions, infrastructure, and communities affected by years of conflict.
Establishment
MOPIC was established as part of the newly formed Puntland State government, with a mandate to coordinate development planning and international cooperation.
First Development Plan
Launched Puntland's first comprehensive development plan, setting the foundation for coordinated development efforts across the region.
Institutional Strengthening
Implemented major capacity building initiatives to enhance the Ministry's ability to coordinate development programs and manage international partnerships.
Digital Transformation
Launched digital platforms for development planning and monitoring, improving transparency and efficiency in service delivery.
